When I worked as a tech for HP I saw this all the time. I did warranty repairs and I have been to IT departments who said they had a terrible video card because the screen was blank (it was spyware preventing the machine from booting, fixed it in 10 minutes) and one IT department changed a motherboard 3 TIMES because of No Post/No Video, when I got there I noticed there was NO PROCESSOR INSTALLED! I say, learn basic diag procedures, then find a excellent computer guy who knows at least what you know.
